Federal and state privacy frameworks, the Privacy Act of 1974, FISMA, HIPAA, and state equivalents, impose obligations on how agencies collect, use, and share PII. Submitting citizen-identifiable records to a third-party cloud AI service may constitute a disclosure to a third party, triggering obligations. FedRAMP authorization and zero-data-retention DPAs can address some of this, but require procurement cycles and contract negotiations that are infeasible to many agencies.

Example: Benefits Case Summary for AI-Assisted Review

A state human services analyst has a benefits intake interview video recording on their laptop. They need an AI-assisted case summary before a supervisor review meeting.

CamoConvert extracts the audio track locally and strips embedded metadata.

CamoVoice transcribes it using an on-device model, no audio uploaded anywhere.

The transcript is opened in CamoText: the applicant's name, address, SSN, case worker name, and benefit program identifiers are replaced with structured tokens: <PERSON_a3f7>, <ACCOUNT_c2b1>, <DATE_d9e4>.

The analyst reviews, adds a missed identifier manually, and exports. The anonymized transcript is submitted to Claude or ChatGPT for a case summary and flagged eligibility issues.

The AI service never saw citizen PII, metadata, or any detail the analyst did not choose to share. The AI output (referencing only anonymous tokens) is reviewed by the analyst and supervisor, who adjust the case record locally or reinserts original terms with CamoText.
