CamoSuite for Government

Use AI Without Exposing Citizen Data

Fully Offline

Anonymize agency documents, transcribe meetings privately, and convert files locally before any AI sees them

Government agencies are trusted by constituents to handle their most sensitive data. Cloud-based AI is the most practical choice for some agencies, but creates compliance risks.

CamoSuite is a fully offline software toolkit to help agency staff and the contractors provide sanitized inputs to AI services.

No cloud processing No subscription lock-in Works offline anywhere Human-in-the-loop by design

For government contractors and consultants. If you're assisting agencies with AI adoption or evaluating tools for client deployments, CamoSuite is designed to fit inside existing compliance boundaries and "human-in-the-loop" governance frameworks — without requiring FedRAMP authorization or complex integration.

How Government Agencies Use CamoSuite

Public sector AI adoption emphasizes internal productivity: document summarization, drafting, policy analysis. CamoSuite addresses the privacy gap that slows adoption.

Policy and Procurement Document Drafting

Agency staff routinely draft memos, procurement language, statements of work, briefing materials, and policy summaries. Before submitting any draft to an AI service for refinement or expansion, use CamoText to anonymize agency names, vendor names, contract values, personnel details, and internal identifiers.

The AI receives structurally complete text and uses placeholder tokens to refine the document without ever accessing the underlying sensitive details.

Meeting Transcription and Briefing Prep

Internal meetings, stakeholder calls, and interagency briefings often contain sensitive operational details that should not be uploaded to a cloud transcription service. Use CamoVoice to transcribe recordings entirely on-device — no audio reaches any external server.

The resulting transcript can then be anonymized with CamoText and used with AI tools for summarization, action item extraction, or briefing preparation.

Citizen Records and Case Document Review

Benefits intake, permitting review, public records processing, and social services workflows generate large volumes of citizen-identifiable records. CamoText lets staff strip PII and replace them with consistent structured tokens before any AI-assisted review.

Agency staff maintain full visibility into what is anonymized and retain control of the mapping between tokens and original data, which stays on-device.

Agentic AI File Review (Claude Cowork, Copilot)

Agentic AI tools that operate directly on local files (Claude Cowork, Copilot, etc.) require an AI agent access those files and their metadata.

CamoText's batch mode lets staff anonymize an entire folder of case documents, procurement files, or internal records into a clean isolated directory with sensitive details replaced by structured placeholders. The agent accesses only the anonymized folder and never sees the original data.

Regulatory and Legislative Research Assistance

Analysts reviewing regulatory comments, legislative history, or compliance documentation can use CamoText to strip identifiers before sending documents to an AI for synthesis and summarization.

This preserves the analytical value of AI-assisted research while ensuring submitter PII and internal deliberative details are not transmitted.

Health and Human Services Document Workflows

Adverse-event summaries, clinical documentation, benefits eligibility records, and medical literature review frequently contain PHI subject to HIPAA and other federal privacy frameworks.

CamoText anonymizes PHI locally before AI submission, helping staff get the benefit of AI tools without routing PHI to cloud services.

The Problem With Cloud AI Tools in Government

Cloud-based AI tools process and store inputs on their servers. This creates data exposure risks that prevent agencies from using AI.

What cloud AI tools access

  • Citizen PII and identifiers in prompts and attached files
  • File metadata, including author, timestamps, and internal routing
  • Sensitive operational details from procurement and contracting documents
  • Protected health information and benefits data from HHS-type workflows
  • Law enforcement, investigation, or adjudication details
  • Video and audio biometrics and background content
  • Session and user data and history

How CamoSuite reduces exposure

  • Anonymize prompts and files
  • Strip metadata
  • Transcribe meetings, briefings, and voice memos entirely on-device
  • Convert files locally to lighter formats
  • Batch-anonymize entire case folders
  • Maintain a local mapping between anonymized tokens and original data
  • De-anonymize AI output locally after review

The compliance problem with standard cloud AI accounts in government workflows.

Federal and state privacy frameworks (Privacy Act of 1974, FISMA, HIPAA for HHS agencies, and state-level equivalents) impose obligations on how agencies collect, use, and share PII. Submitting citizen-identifiable records to a third-party cloud AI service may constitute a disclosure or transfer of PII to a third party under these frameworks, triggering unsatisfied obligations.

The emerging public sector governance model of "human-reviewed AI assistance inside existing compliance boundaries" requires that agencies maintain control over what data reaches AI services. FedRAMP authorization and zero-data-retention data processing agreements can address some of this, but they require procurement cycles, contract negotiations, and ongoing oversight that smaller agencies often cannot support.

CamoSuite's fully local architecture offers a layer of technical protection between the agency and the AI service.

Approach Comparison

How CamoSuite fits alongside other common approaches to government AI compliance.

Approach No PII to Cloud Procurement Required Works on Existing AI Accounts Staff Can Deploy Today Verifiable Offline

A Government Agency Workflow

Entirely on a government-issued laptop, inside existing compliance boundaries.

01 — Dictate Use CamoVoice's global hotkey to dictate or draft directly into any application: case management system, email, word processor. CamoVoice
02 — Convert Extract audio from meeting or interview video recordings locally. Strip embedded metadata from files before processing. CamoConvert
03 — Transcribe Load audio into CamoVoice to transcribe on your device using an on-device model. Copy plain text or export document. CamoVoice
04 — Anonymize Open a document or paste text in CamoText. Identifiers are replaced with structured tokens: <PERSON_a3f7>, <CASE_c2b1>. Review and adjust output. CamoText
05 — AI Use Paste or load the anonymized, metadata-free text to any AI service for drafting, analysis, or summarization.

Example: Benefits Case Summary for AI-Assisted Review

A state human services analyst has an intake interview recording for a benefits eligibility case. The file is on a government laptop; they need an AI-assisted case summary and recommended next steps before a supervisor review meeting.

CamoConvert extracts the audio track from the video recording locally and strips all embedded metadata. The cleaned audio is transcribed by CamoVoice using an on-device model. No audio is uploaded anywhere.

The transcript is opened in CamoText. The applicant's name, address, date of birth, SSN fragment, case worker name, and referenced benefit program identifiers are replaced with structured tokens: <PERSON_a3f7>, <CASE_c2b1>, <DATE_d9e4>, <ADDRESS_a1f2>. The analyst reviews the output, manually anonymizes a referenced school district the model missed, and exports the clean text. That anonymized transcript is submitted to Claude or ChatGPT with a prompt requesting a case summary and flagged eligibility issues.

The AI model and service provider never saw citizen PII, metadata, or any detail the analyst did not choose to share. The AI output, referencing anonymous tokens throughout, is reviewed by the analyst and supervisor, who then adjust the case record locally.
